MyCIF Mobilises Over RM7 Billion for 11,500+ MSMEs and Startups Since 2019

KUALA LUMPUR — Malaysia’s Co-investment Fund (MyCIF) has helped channel more than RM7 billion to over 11,500 micro, small and medium enterprises (MSMEs) and startups since 2019, according to Securities Commission (SC) chairman Datuk Mohammad Faiz Azmi. By investing alongside the crowd on equity crowdfunding (ECF) and peer-to-peer (P2P) platforms, MyCIF has co-invested RM1.5 billion and catalysed RM6.2 billion from private investors.

The remarks were made at MyCIF Engagement Day, attended by Finance Minister II Datuk Seri Amir Hamzah Azizan.

Strong Leverage and Capital Recycling

  • For every ringgit MyCIF invests, an average RM4.13 is drawn in from private investors.
  • Every RM1 allocated by the government has been reinvested 5.2 times to date, and over 10 times through P2P platforms alone—underscoring efficient capital recycling and sustained liquidity for MSMEs.

How MyCIF Works

Established by the Ministry of Finance in 2019, MyCIF is designed to “crowd in” private capital through ECF and P2P:

  • Standard co-investment: RM1 of government funds for every RM4 raised from the crowd.
  • Strategic schemes: The ratio can increase to RM1 for every RM2 raised.
  • MyCIF is not a grant; returns are recycled to support subsequent MSME fundraising rounds on participating platforms.
  • MyCIF has received RM290 million in total allocations from the Ministry of Finance to date.

ECF and P2P Ecosystem Growth

Malaysia is among the earliest jurisdictions to regulate ECF and P2P financing. The ecosystem now comprises 30 authorised platforms that have collectively facilitated over RM11.9 billion in financing, benefiting over 20,000 MSMEs.

New Schemes and Incentives

To broaden deal flow and improve access for investors and issuers, MyCIF has introduced and expanded several initiatives:

  • Silver Economy Scheme: Targets MSMEs serving Malaysia’s ageing population, including care-tech, specialised healthcare and senior living.
  • VC/PE Profit-Sharing Incentive: Encourages VC- and PE-led deals on ECF platforms by sharing 50% of profits with VC/PE lead investors upon exit, opening access for crowd investors to institutionally backed transactions. Gobi Partners and OSK Ventures International have indicated interest in bringing deals to ECF investors.
  • Food Security Scheme Expansion: Now includes agri-tech startups to spur innovation that supports agricultural modernisation, productivity and national food security.

Regional First

MyCIF is the first model in Southeast Asia that enables the government to co-invest alongside private investors in eligible ECF and P2P campaigns, enhancing investor confidence and deepening alternative financing for MSMEs.
